On 12 August 2026 President Lula signed Decree 13,094. Brazil now has rules for the aviation fuel part of its Fuel of the Future law, two years after the law itself passed. Most of the coverage read this as Brazil opening for business. It is not that simple. Do all Brazilian SAF production routes clear for European legislation?
Today, less than 0.5% of aviation fuel is sustainable aviation fuel (SAF). The EU has mandated that by 2050 aviation within its jurisdiction must reach 70% SAF — and that gap is not just a climate problem. It is the largest fuel supply transformation in the history of commercial aviation, and Brazil can seize this opportunity to meet the SAF challenge.
Biomass use is a major opportunity and has three main applications: First, for production of biofuels, second, to develop the bio methane industry, and third, for high temperature processes as steel production. Brazil as a leader in the use of biomass, is well-positioned to become the world’s largest sustainable fuel producer.
